You are right. I have gone back and forth about reassigning before sending the comment as well. I have been sending the comments, then asking the students if they want a reassignment, as in "here is the problem, let me know if you want to take this over..."

Tell them to let us send a student feedback even when we are reassigning an assignment,

And what that does is create an extra un-needed step!
